Cannabis is legal in Thailand nationwide — but only as a regulated medical product, and only with a valid prescription called a PT33. Here's how the national system actually works, what's changed recently, and what it means in practice wherever you're visiting.

How Thailand's Cannabis Law Got Here

June 2022 — Thailand became the first country in Asia to remove cannabis from its narcotics list.

June 2025 — The Ministry of Public Health reclassified cannabis flower as a controlled herb. From 25 June 2025, every retail sale of cannabis buds legally requires a PT33 — a certificate issued by a Thai-licensed medical practitioner following a genuine consultation.

April 2026 — A new Ministerial Regulation added stricter, cannabis-specific licensing requirements for shops. Many unlicensed or non-compliant dispensaries closed as a result — the ones still operating today are the ones that met the new bar.

Mid-2026 (pending) — A full Cannabis and Hemp Act is in its final consultation phase in parliament. Until it passes, the medical-only framework above is the law nationwide.

The practical takeaway: cannabis didn't become illegal again — it became medical-only, everywhere in Thailand, not just in tourist areas.

What a PT33 Actually Is

A PT33 is the official form documenting a licensed doctor's medical assessment and approval for an individual to purchase cannabis flower in Thailand. It applies equally to Thai residents and foreign visitors — there's no nationality requirement. Once issued, it's valid for 30 days and works at any licensed dispensary nationwide, including for travel between islands or cities.

How the Process Works, Nationally

1.Bring a passport (a clear photo works) — you must be at least 20 years old.

2.Complete a medical consultation with a Thai-licensed doctor, either by telemedicine (a video call) or in person at a clinic. This is a genuine medical assessment — the outcome depends on the licensed professional's own judgment, not a guaranteed formality.

3.If a PT33 is issued, it's your legal authorization to purchase, valid for 30 days.

4.Purchase from a licensed dispensary, which records the sale against your certificate. Purchases are generally capped at around 30 grams per month.

A few details that apply nationwide, not just locally:

Foreign medical cannabis cards have no legal effect in Thailand — a card from another country doesn't substitute for a PT33.

The PT33 covers a limited quantity and period — it isn't a standing, unlimited authorization.

A licensed shop must have a practitioner involved in every flower sale. If a shop hands over cannabis with no prescription process at all, that sale is illegal, regardless of location.

What's Legal Nationwide (and What Isn't)

Legal: buying cannabis flower from a licensed dispensary with a valid PT33; consuming on licensed premises or in private; CBD products under 0.2% THC (no prescription needed); cannabis-infused food and drink from licensed venues.

Illegal, anywhere in the country: public consumption (including on beaches and in parks — actively enforced, with real fines); buying without a prescription from unlicensed sellers; crossing any Thai border with cannabis, in either direction; sales to anyone under 20; driving under the influence.
