The Story So Far: How Thailand's Cannabis Law Evolved

June 2022 — Thailand became the first country in Asia to remove cannabis from its narcotics list. Dispensaries opened everywhere, with almost no rules.

June 2025 — The Ministry of Public Health reclassified cannabis flower as a controlled herb. From 25 June 2025, every retail sale of cannabis buds legally requires a prescription (the PT 33) issued by a Thai-licensed medical practitioner.

April 2026 — A new Ministerial Regulation added stricter, cannabis-specific licensing requirements for shops. Thousands of unlicensed or non-compliant dispensaries have closed since the rules tightened. The shops that remain are the ones operating properly.

Late 2026 (pending) — A full Cannabis and Hemp Act is moving through parliament. If passed, it will become Thailand's first standalone cannabis law. Until then, the medical-only framework above is the law of the land.

The practical takeaway: cannabis did not become illegal again. It became medical-only, with a process that tourists can complete in about 10–15 minutes.

Can Tourists Still Buy Weed in Thailand in 2026?

Yes. There is no nationality requirement — the PT 33 system applies equally to Thais and foreigners. Here is how it works at a licensed dispensary:

1.Bring your passport. You will need it for the consultation and must be at least 20 years old.

2.Do a short consultation with a Thai-licensed doctor or traditional-medicine practitioner. Many licensed shops arrange this on site or via telemedicine — it typically takes 10–15 minutes and covers your symptoms (pain, insomnia, anxiety and appetite issues are common qualifying conditions).

3.Receive your PT 33 certificate. This is your legal authorisation to purchase. Prescriptions are generally capped at around 30 grams per month.

4.Buy your cannabis from the licensed shop, which records the sale against your certificate.

A few important details:

Foreign medical marijuana cards have no legal effect in Thailand. A card from California, Canada or Germany does not replace the PT 33.

The certificate is issued for a limited quantity and period — you cannot stockpile.

Licensed shops must have a practitioner involved in every flower sale. If a shop hands you a bag with no questions asked, that sale is illegal — and that is a red flag about everything else in the shop.

Consuming on licensed premises or in private (your villa or hotel room, if the hotel allows it)

Taking cannabis across any border — in or out of Thailand, including to neighbouring countries where cannabis offences carry extremely severe penalties. Never fly with it, not even domestically to be safe.

Sales to anyone under 20, or to pregnant or breastfeeding women
